EU Polar Cluster Vision, Mission and Terms of Reference

Vision of the EU Polar Cluster

A strong, well-connected ecosystem of European Polar projects and organisations operating together to substantially increase their combined impact and legacy.

Mission of the EU Polar Cluster

  • To connect EU Polar Cluster Members, further developing the European polar research, observation, infrastructure and modelling community network.
  • To organise joint activities by Cluster Members for greater impact than possible individually, while minimising duplication, sharing workload, and avoiding stakeholder fatigue.
  • To support the sustainability and accessibility of large-scale EU-funded Polar projects’ selected legacy outputs after their official end.
  • To share advice and best practices among EU Polar Cluster Members.
  • To promote the European polar research community, especially the strength, excellence, integration and best practices of EU-funded polar research.
  • To provide a single contact point to all EU Polar Cluster Members for external partners and stakeholders, including Indigenous and local communities.

Terms of Reference of the EU Polar Cluster

1.     Entry into force

  1. These terms of reference will enter into force on 1st October 2021.

2.     Definitions

  1. The EU Polar Cluster, also referred to as the Cluster, is a network of European projects and organisations with a focus on polar research, observations, infrastructure and/or modelling activities.
  2. Members are the projects and organisations that together form the Cluster.
  3. Primary Representatives are the individuals designated by each Member as their main contact point with the Cluster, as detailed in 6.
  4. The Coordinator is the individual responsible for coordinating the Cluster, as detailed in 8
  5. Task Groups are entities within the Cluster focused on specific objectives of areas of activity, as detailed in 10.
  6. Task Group Leads are individuals designated as the leads of each Task Group.
  7. The Coordination Team is an entity within the Cluster supporting its day-to-day management.
  8. A General Meeting is a meeting of the whole Cluster, including its Members and Task Groups, called at least annually, as detailed in 11.
  9. An Extraordinary Meeting is a meeting of the whole Cluster, including its Members and Task Groups, called as necessary, as detailed in 12.
  10. In-kind contributions are contributions to the Cluster, i.e. personnel, equipment, other goods, works and services, etc. which are free-of-charge if necessary for the implementation of the Cluster activities.
  11. The EU-PolarNet 2 Management Support Team (MST) is the project management team of the EU-PolarNet 2 project, consisting of the EU-PolarNet 2 Project Coordinator and supporting project management staff.

3.     Function and activities

  1. The EU Polar Cluster concentrates on activities in line with its Vision and Mission.

4.     Structure

  1. The EU Polar Cluster consists of Member projects and organisations, whose coordination in the Cluster is led by a Coordinator.
  2. Each Member has a designated Primary Representative, responsible as the main point of contact for the Cluster to the Member, and for voting on behalf of the Member. Other representatives of Cluster Members may also participate in Cluster activities and Task Groups in addition to the Primary Representative.
  3. Within the Cluster are Task Groups focused on specific activities and themes. Task Groups are composed of representatives of Members. Each Task Group has a designated Task Group Lead, supported by co-leads.
  4. The Coordinator of the Cluster is responsible for integration and organising activities with the Task Group Leads.
  5. A Coordination Team, composed of the Coordinator, the Task Group Leads, and (until 30th September 2024, the planned end date of the EU-PolarNet 2 project) the EU-PolarNet 2 MST, is responsible for the daily management of the EU Polar Cluster.
  6. The Coordination Team is the liaison of the EU Polar Cluster to the European Commission.

5.     Membership

EU Polar Cluster membership consists of projects and organisations.

a.      Projects

  • Eligible to apply for membership of the EU Polar Cluster are Projects with a focus on polar research, observations, infrastructure and/or modelling activities funded by the European Commission under the societal challenges of the Horizon 2020 programme and under Pillar 2 of the Horizon Europe Programme (or EU funding mechanisms of similar scale), or EU-funded projects for which Cluster membership is obligatory according to their grant agreement.
  • Projects may apply for membership of the Cluster by submitting information on the project’s aims and objectives, lifetime, funding source, public deliverables of interest to the Cluster, and primary representative contact to the EU Polar Cluster Coordinator.
  • Projects for which Cluster membership is obligatory, according to their confirmed grant agreement, should provide details of this obligation to the Coordinator along with the information detailed in 5.a.ii, and will automatically become Members of the Cluster.
  • Where a project’s participation in the Cluster is not obligatory according to their grant agreement, the Coordination Team will assess the Cluster membership application based on the information provided by the project, as detailed in 5.a.ii. The Coordination Team will then make a recommendation on the membership decision to existing Members. The final decision on membership will be made by a simple majority of votes received on the decision from existing Cluster Members. Voting on membership decisions may be conducted by in-person or electronic means.
  • Projects will cease to be Members of the EU Polar Cluster a maximum of 2 years after their official end date. Past Member projects will continue to be acknowledged on the Cluster website.
  • Member projects deemed by the Coordination Team to be consistently inactive and unresponsive to Cluster requests will be subject to a vote to revoke their membership at the subsequent General Meeting, with the decision communicated by the Cluster Coordinator to the Member’s Primary Representative in writing. In instances regarding a project whose participation in the Cluster is obligatory, the Coordination Team will seek advice from the European Commission before a decision is made on continued membership.
  • Projects may withdraw their membership of the EU Polar Cluster at any time by written notice to the Coordinator.

b.     Organisations

  • Membership of the EU Polar Cluster is open to European organisations with a focus on polar research, observations, infrastructure and/or modelling activities.
  • Organisations may apply for membership of the Cluster by submitting information on their aims and objectives, activities and Primary Representative contact to the Coordinator.
  • The Coordination Team will assess the Cluster membership application based on the information provided by the organisation, as detailed in 5.b.ii. The Coordination Team will then make a recommendation on the membership decision to existing Members. The final decision on membership will be made by a simple majority of votes received on the decision from existing Cluster Members. Voting on membership decisions may be conducted by in-person or electronic means.
  • Member organisations deemed by the Coordination Team to be consistently inactive and unresponsive to Cluster requests will be subject to a vote to revoke their membership at the subsequent General Meeting with the decision communicated by the Cluster Coordinator to the Member’s Primary Representative in writing.
  • Organisations may withdraw their membership of the EU Polar Cluster at any time by written notice to the Cluster Coordinator.

6.     Primary Representatives

  1. Each Member designates an individual as their Primary Representative who acts as the main contact point to the Cluster.

7.     Contribution of Members

  1. Cluster Members commit to participate actively in Cluster Task Groups and activities, including identifying potential shared activities with other Members.
  2. Cluster Members are expected to commit in-kind contributions to advance its work towards its Mission and Vision.

8.     Coordinator

  1. The EU Polar Cluster has a Coordinator.
  2. The EU Polar Cluster Coordinator must be an individual nominated by a Cluster Member to the role.
  3. An individual is appointed as Coordinator for a two-year term, after which they are eligible for reappointment for one further term (being appointed for a maximum of two terms in total).
  4. Individuals are eligible to serve as Coordinator for a maximum of two consecutive two-year terms.
  5. Candidates for the position of Coordinator shall be nominated by Cluster Members. Until 30th September 2024 (the planned end date of the EU-PolarNet 2 project), candidates for the position of Coordinator shall only be nominated by the EU-PolarNet 2 project (as required by the European Commission in the call LC-CLA-21-2020: Coordination of European Polar research). From 1st October 2024 onwards, all Cluster Members can nominate candidates for the position of Coordinator.
  6. The Coordinator is appointed from eligible nominees at a General Meeting by the decision of Cluster Members (according to Decision Making processes detailed in 13).
  7. The Coordinator is responsible for the day-to-day management and coordination of its Members and activities with the support of the Coordination Team.
  8. The Coordinator maintains an up-to-date registry of all Cluster Members, including their Primary Representatives, contact information, official end dates (for Project Members), and Task Group members.
  9. The Coordinator leads planning and organisation of General Meetings, with support from Task Group Leads and all Cluster Members.

9.     Coordination Team

  1. The Coordination Team will meet on a regular basis (at least quarterly), and additionally as necessary.
  2. The Coordination Team will meet quarterly with European Commission representatives, and additionally as necessary.

10. Task Groups

  1. Within the Cluster, Task Groups can be formed to focus on specific activities and themes.
  2. Any Cluster Member may propose a new Task Group, by providing a defined purpose, tasks, lifetime, and potential membership in writing to the Coordinator.
  3. Proposed Task Groups may only be established by a decision of Members at a General Meeting.
  4. Task Groups are composed of representatives of active Cluster Members.
  5. Members of Task Groups may be the Primary Representatives of Cluster Members or other representatives of Members (as noted in 4.b).
  6. No more than one representative of the same Cluster Member may join the same Task Group, unless agreed to by the Task Group Lead.
  7. Each Task Group has a Task Group Lead, appointed from within their membership, with the appointment confirmed to the Coordination Team.
  8. Only representatives of current EU Polar Cluster Members are eligible for appointment as a Task Group Lead.
  9. Task Group Leads are appointed for a two-year term, after which they are eligible for reappointment for one further term (being appointed for a maximum of two terms in total), providing they still meet the eligibility requirements detailed in 10.f.
  10. Task Group Leads may be supported by co-leads, from within their Task Group.
  11. Task Group Leads are responsible for coordinating Task Group activities and organising Task Group meetings.
  12. Task Group meetings are to be held at least quarterly.
  13. Activities may be organised and implemented by a subset of Cluster Members from within the Task Group or in collaboration with other Task Groups, as is suitable for the scope of the activity.
  14. Task Group Leads are responsible for oral reporting on Task Group activities to the whole EU Polar Cluster at General Meetings.
  15. Task Groups may be closed if they have achieved their aim or are deemed inactive, unresponsive or no longer necessary.
    • Proposals to close a Task Group should be made in writing by the Task Group Lead to the Coordinator. The Coordinator will add the matter to the agenda of the next General Meeting for discussion.
    • If a Task Group is deemed inactive or unresponsive due to the inactivity or unresponsiveness of its Lead, calls for a change of lead will be made by the Coordination Team. If a Task Group’s inactivity or unresponsiveness persists, or it is deemed no longer necessary by the Coordination Team, the Coordinator will add the matter to the agenda of the next General Meeting for discussion.
    • A final decision whether to continue or close a Task Group in question will be made by Members at a General Meeting (according to Decision Making processes detailed in 13).

11. General Meetings

  1. General Meetings of the EU Polar Cluster are held at least annually, either in person or online.
  2. Dates for General Meetings are to be set by the Coordinator in consultation with all Members, with the confirmed dates and location of meetings to be communicated to Members at least eight weeks in advance.
  3. All Primary Representatives of Members and all Task Group members are invited to attend General Meetings by the Coordinator.
  4. Relevant external parties may be invited to attend General Meetings by the Coordinator as observers, at the suggestion of Members or Task Groups.
  5. Draft agendas for General Meetings are to be circulated by the Coordinator among Members and Task Groups for comment and input at least 4 weeks before the meeting is due to be held.
  6. Standing agenda items for General Meetings include introductions to new Members and activity reports from Task Groups.
  7. A quorum of at least 50% of Members is required for a General Meeting.

12. Extraordinary Meetings

  1. Extraordinary Meetings of the EU Polar Cluster may be called by the Coordinator as necessary, or at the request of a Member.
  2. Extraordinary Meetings may be held either in person or online.
  3. Dates, location and draft agendas for Extraordinary Meetings are to be set by the Coordinator in consultation with all Members, communicated to Members as early as possible before the meeting date.
  4. All Primary Representatives of Members and all Task Group members are invited to attend Extraordinary Meetings by the Coordinator.
  5. Relevant external partners may be invited to attend Extraordinary Meetings by the Coordinator as observers, at the suggestion of Members or Task Groups.
  6. A quorum of at least 50% of Members is required for an Extraordinary Meeting.

13. Decision making

  1. Day-to-day decisions on the Cluster’s general coordination and activities are to be made by the Coordinator with support from the Coordination Team.
  2. Specific decisions relating to their designated area of activity are to be made by Task Groups, with support from the Coordination Team as needed.
  3. EU Polar Cluster decisions considered by the Coordinator or Coordination Team to have significant impact on Members, the Cluster as a whole or its accepted Terms of Reference are to be made collectively by Members at General Meetings, Extraordinary Meetings, or between meetings via electronic means.
    • Where decisions are to be made at General Meetings, proposals for required decisions as described in 13.c will be submitted to the Coordinator at least two weeks before the General Meeting by Members or Task Groups. The Coordinator will include the required decisions in the meeting agenda.
    • Where decisions are to be made at Extraordinary Meetings, proposals for required decisions as described in 13.c will be submitted to the Coordinator as soon as possible Members or Task Groups. The Coordinator will include the required decisions in the meeting agenda.
    • Where decisions are to be made between meetings by electronic means, proposals of required decisions as described in 13.c will be submitted to the Coordinator. The Coordinator will circulate information on the required decisions, including details of the voting mechanism as necessary, and a deadline for response to all Members.
  4. If needed, decisions described in 13.c can be subject to a vote and upheld with a two-thirds majority of votes cast, on the basis of one vote per Member.
  5. Any Cluster decisions requiring a vote may be conducted either by in-person or electronic means.

14. External parties

  1. The EU Polar Cluster may connect with relevant external parties, including organisations, other clusters, and the European Commission.
  2. As the central contact point, external parties wishing to engage with the EU Polar Cluster should do so via the Coordinator. The Coordinator is responsible for sharing information with Cluster Members or specific Task Groups as appropriate.
  3. The EU Polar Cluster may participate in activities with external parties that are in line with its Vision and Mission.

15. Dissemination and Communication of EU Polar Cluster information

a.  External

  • Details of all EU Polar Cluster Members will be included on the Cluster website (polarcluster.eu).
  • Members will include a link to the EU Polar Cluster website (polarcluster.eu) on their own websites where possible.
  • The EU Polar Cluster logo and branding are to be used on dissemination materials (presentations, brochures, etc.) for joint Cluster activities.
  • Members will include EU Polar Cluster social media links where possible, and for all joint activities, using the hashtag #EUPolarCluster.

b. Internal

  • Reports on all EU Polar Cluster General Meetings, Extraordinary Meetings, Coordination Team Meetings, meetings with the European Commission, Task Group Meetings, and other meetings as necessary will be made available to all Members via electronic means, including attendees, agenda items discussed, all decisions made and actions recommended.

Call for Nominations: Frederik Paulsen Arctic Academic Action Award - Deadline for Nominations 17 May 2022

  • UArctic and the Arctic Circle are pleased to announce that two prizes will be awarded to outstanding ideas; one open to anyone (individual or small group) and another specifically catalyzing institutional collaboration in support of innovative action amongst UArctic members. Click here to read the full call and instructions
  • Purpose of the award 
    • The Arctic is warming at three times the global average. Shrinking ice and rising temperatures are having predominantly negative impacts on infrastructure, food security, water resources and quality, wildlife, health and well-being, and ways of living, particularly for Indigenous peoples. Changes in the Arctic are not limited to the Arctic; they affect climate, oceans, and access to resources globally.

      It is not enough simply to hope that solutions to the problems caused by climate change will arise on their own. We must all work together to solve the underlying causes of the ongoing transformation of our Arctic systems.

      So far, many climatic actions have centered on measurement, information gathering and analysis, all of which are undoubtedly important. We must go a step farther, however, to instigate action-based programs that would have a real impact in mitigating or even reversing the effects of climate change.

      This requires the academic community to work together with resident Arctic communities and members of the policy community. UArctic and the Arctic Circle hope this award will encourage more action-based, collaborative research, and help bring creative ideas to fruition.

      The Arctic Academic Action Award provides high-level recognition for innovative ideas that transforms knowledge into action to help address the impacts of climate change in the Arctic. Each prize comes with a 100,000 euro unrestricted grant that is intended to help develop the ideas through outreach, engagement and communication. In 2022, two prizes will be awarded to outstanding ideas; one open to anyone (individual or small group) and another specifically catalyzing institutional collaboration in support of innovative action amongst UArctic members.

      The two prizes will be granted at the Arctic Circle Assembly in October in Reykjavík, Iceland where the awardees will also be celebrated at a special reception. The recipients will also be asked to give a short presentation at the Arctic Circle Assembly and other potentially beneficial venues.

      The Arctic Academic Action Award is a joint activity of UArctic and the Arctic Circle.

JUSTNORTH/UPPSALA UNIVERSITY - VACANCY - Science Communication Specialist - Deadline to Apply 16 May 2022

  • JUSTNORTH is an EU funded RIA project funded in 2020 under the Horizon2020 thematic pillar Societal Challenges--Climate Action. It is the largest EU social science project coordinated by Uppsala University, with a consortium of 18 partners. JUSTNORTH investigates the viability of just and ethical sustainable development in the Arctic, investigating economic activities (i.e., energy, mining, fisheries) in 18 case studies. We are looking for a highly experienced and dynamic science communication specialist to carry out communication, dissemination, and stakeholder engagement activities for this project.
    • The role includes converting primary scientific outputs into engaging content suitable for a variety of audiences and will be responsible for creating and executing a communication strategy for project outputs. The candidate will work closely with JUSTNORTH's coordination team to achieve project objectives and will work together with the project consortium and researchers to communicate and disseminate results emerging from the project with project stakeholders.

EU-PolarNet - Second Call for Services - Open now! Deadline for offers 20 May 2022 

  • EU-PolarNet 2 seeks support from the European Polar Community to develop ideas for concrete research activities. For this purpose, EU-PolarNet 2 opens Calls for Services for all six research needs of the European Polar Research Programme (EPRP). The second Call for Services was opened on 15 March 2022 and deadline for offers is 20 May 2022.

The EPB aims to advance, coordinate and promote European polar research, making a pro-active external communication strategy vital. Internal communication, towards and between EPB Members is equally important, ensuring that the whole EPB network is kept up to date with the latest information on activities, opportunities and best practices, among others.

The ECOTIP Summer School - Now Accepting Applications - Deadline to apply 30 April 2022

  • Who?
    • The summer school is open to early-career researchers (i.e., PhD students and postdoctoral scientists) who work on aspects of the Arctic and/or wish to expand and improve their knowledge and skills.
  • What? The summer school includes:
    • Scientific lectures and two types of practical “training modules” on science communication and modeling with Traits-based and Hierarchical Modelling of Species Communities (HMSC) modeling framework,

PolarRES - Arctic Processes in CMIP6 Bootcamp 5-14 October 2022, Helgoland, Germany, organised by CLIVAR/CliC Northern Oceans Region Panel - Deadline to Apply - 29 April 2022 

  • Although there could be some lectures as well, focused on the topics of study (e.g. on modelling and/or CMIP and/or the Arctic Ocean processes), the idea is to have Early Career Researchers focus on “grand challenges” and to try to move the science forward using the tools and experience within their small groups as well as the advice and experience of the senior scientist mentors.

Arctic PASSION - PostDoc in Arctic sea ice observations - Deadline for application 11 April 2022 

  • Sea ice and snow observations are the backbone of studying the role of sea ice as the central element of atmosphere-ice-ocean interactions in the Arctic Ocean. The aim of this work is to compile and analyze autonomous measurements from drifting platforms (buoys) and to contribute to establish the foundation for a comprehensive Arctic observing system. These observations will contribute to better understand the functioning as well as the variability and trends of the rapidly changing system. The position is funded through the Arctic PASSION project, financed by the European Union’s Horizon 2020 research and innovation program. 
  • You will use autonomous measurements of sea ice mass balance buoys and other autonomous stations to investigate the growth and melt of sea ice. The work is based on a large, but heterogeneous, data set, which was gathered during the last 10 years on Arctic and Antarctic sea ice, including the MOSAiC project (Multidisciplinary drifting Observatory for the Study of the Arctic Climate). Additional satellite-, ground-, and ship-based observations will be included to contribute to larger monitoring networks. In connection with other work packages of the project, new results will be used to support the development of future monitoring concepts for the Arctic and contribute to decision making. The work will be embedded in a large international project team. You are expected to work self-reliably as the responsible scientist for managing the project, its deliverables and work in the network of collaborators.
  • Tasks
    • process time series data from sea ice mass balance buoys (IMBs) and derive essential climate variables (e.g. sea ice thickness, sea ice freeboard, snow depth) from the original temperature measurements;
    • provide uncertainty estimates and quality flags for the individual data sets;
    • analyze sea ice thickness, growth and melt from the time series data to derive mass balance conclusions for different sea ice regimes;
    • co-locate additional measurements with the autonomous measurements to generalize the findings;
    • engage with data owners of additional data sets to enlarge the data basis for further studies;
    • publish the dataset to make it available to project and external scientists for all kinds of analysis;
    • publish the results in scientific journals

    • PhD or equivalent degree in physics, geophysics, meteorology, or a related field;
    • sound experience in scientific programming;
    • handling and analyzing of observational data;

Knowledge in all forms and of all natures represent an essential component for designing a desirable and sustainable future both for Mankind and the Earth, along with the means to achieve such horizons. Knowledge inclusiveness, however, has not always been a concern in scientific and academic circles, although this could improve the ways we do research and interact with the rest of the society.
    • For the 2022 edition of its International Online Conference, the Association of Polar Early Career Scientists (APECS) has thus chosen to dedicate a 24-hour online conference, on 18 May 2022, for sharing experiences and knowledge on Polar and Alpine regions from various perspectives.
    • The conference contains five sessions drawing on multiple disciplines from the social to the natural sciences:

  • PolarRES - Postdoc position in High Resolution Climate Modelling (0.8-1.0 FTE) at Utrecht University, Department of Physics, Institute for Marine and Atmospheric Research (IMAU) - deadline for applications 28 March 2022 The climate of the polar regions is changing and will continue to change in the future. These changes directly affect the local communities, but indirectly the rest of the world as well by changing weather patterns, enhancing global warming and/or rising sea levels. Within the EU-funded PolarRES project, we try to improve our understanding of the polar climate and to reduce the uncertainties in climate projections, both by using high-resolution models.
    • In this project you will study various aspects of the complex polar atmosphere-ocean-ice system from an atmospheric perspective and derive and analyse projections of the future climate of both polar regions. Two state-of-the-art regional climate models will be used, HCLIM and RACMO. HCLIM, run at 2 km resolution, will be used to study the impact of rough topography and sea ice on the climate of Antarctica. RACMO will be used for future climate projections of the Arctic and Antarctic, with a possible focus on the changing cloud climatology and the impact on the hydrological cycle in the Arctic and the surface mass balance of the Antarctic Ice Sheet. It is foreseen that the outcomes of these analyses can be used to publish several papers.
    • As this position is part of PolarRES, an EU funded H2020 project, international collaboration with the PolarRES partners for model support, model analysis and dissemination is an integral part of the job.

    • “Le Commandant Charcot” is a polar expedition ship state-of-the-art icebreaker (PC2 Class) owned and operated by the company PONANT (France). The vessel is equipped with scientific laboratories and facilities and offers to host up to four scientists to participate in their regular cruises to perform scientific projects.

      • A collaboration in one and up to five seasons is sought with scientific teams to carry on a research project on board “Le Commandant Charcot” in the Arctic Ocean.

      • The scientific berths are offered free of charge, travel and shipping expenses to the port of departure/arrival are at the participant’s cost.

    • The sites are located across the Arctic and northern alpine and forest areas in Europe, Russia and North-America and they represent a variety of glacier, mountain, tundra, boreal forest, peatland and freshwater ecosystems, providing opportunities for researchers from natural sciences to human dimension. Transnational Access includes free access (either physical or remote) for user groups/users to research facilities and field sites, including support for travel and logistic costs. Overall, INTERACT provides three different modalities of access: Transnational and Remote Access that are applied through annual calls, and Virtual Access which means free access to data from stations, available at all times in the INTERACT Data Portal.

Deadline 9 November 2021. At the Geophysical institute we have an open permanent position as Project Manager (Advisor) for the international secretariat of the Synoptic Arctic Survey, hosted by Norway and the UiB. The position is jointly funded by strategic allocations from the UiB and by the EU H2020 project ArcticPassion. The initial scope of the position may change with time, depending on future funding. About the project: SAS is a bottom-up, researcher driven, initiative collecting vast amounts of empirical data in the Arctic Ocean through a set of coordinated expeditions onboard ice breakers and other types of research vessels.   • EU-PolarNet 2 survey on “Polar Observing Assets”: 30th September 2021. The diverse and distributed nature of observing systems in polar regions presents a fundamental challenge for assessment, planning, integration, and synthesis. There is an interest in creating overviews of these systems, since this, among other things, will allow more efficient use of facilities and allow for the understanding of where gaps in observation capacities exist. There is an interest in knowing answers to questions like “Who is going where? When are they going? What will they observe? What observing equipment will they have there? Who is responsible for organizing logistics?”, etc. The purpose of this EU-PolarNet 2 (https://eu-polarnet.eu/) survey is to seek to create an overview of existing sources of information on polar observing facilities, systems and activities. This will allow the definition of procedures that can access these sources and compile the information from the various sources. Please complete by 1st August. EU-PolarNet 2 seeks support from the European Polar Community to develop ideas for concrete research activities. Background

The stakeholder task group within the EU Polar Cluster was established in early stages of the Cluster as there was a clear need to coordinate and collaborate in stakeholder activities conducted in Polar projects. As the number of EU Polar Cluster projects rise, the need for coordination and collaboration increases with the increased demand for stakeholder engagement.

Mission of the stakeholder task group

The mission of the stakeholder task group is to coordinate and collaborate in organizing joint stakeholder events, this is particularly important when Arctic local and Indigenous communities are being reached out. By working jointly in organizing activities, projects can reduce the stakeholder fatigue and are able to better target the stakeholders and rights holders by pooling the resources available by projects. Pandemic will also influence the future events and actions, as travelling has to more efficient with clear purpose and by combining needs of several projects into same event that spreads over two days or more, is beneficial in many ways.

Data Management

Lead by: Øystein Godøy, Met Norway () and Stein Sandven, NERSC, Norway ()

Scope of the group:

  • Promote and facilitate collaboration within the area of data management between EU Polar Cluster projects
  • Coordination of data management activities between cluster participants
  • Facilitate the adoption and implementation of data management standards that will enable free, open and timely access to data and interoperability of discovery metadata and systems as needed
  • Coordination of cluster data management activities towards the SAON/IASC Arctic Data Committee
  • Collaborating with relevant national, regional, global, discipline or cross-disciplinary data management activities to ensure that European data management activities are relevant, cost-efficient and sustainable.
  • Liaison with the European Open Science Cloud ensuring proper integration of Polar data
  • Compilation of guidelines on data management for cluster projects
  • Identification of gaps in cluster data management practises and mitigation
  • Establishing dedicated task (sub)groups as required to solve the issues above.

Education and Training Task Group 

Lead by Josefine Lenz, APECS, Germany  () and Katharina Beckmann, Lund University, Sweden ()

  • Sharing experience
  • Knowledge exhange
  • Linking networks
  • Funding.

Gateways for education:

  • Virtual: online, webinars, online courses
  • In-person and on-site: schools, training, field courses, workshops
  • Materials: educational material, field guides, factsheets and videos.

Policy Advice Task Group

This is a new Task Group formed December 2020. It's primary aim will be to coordinate messages from member projects to policy makers, primarily in the European Commission. 

More information will be added in due course.

The Policy Advice Task Group lead is Nicole Biebow, AWI (EU-PolarNet and ARICE), and co-lead is Gustav Sigeman, Uppsala University (JUSTNORTH)

Welcome to the EU Polar Cluster – a collaboration of Arctic and Antarctic projects funded by the European Commission

The EU Polar Cluster is a network of Horizon 2020 and a Framework Programme 7 funded polar projects. We have a range of Arctic, Antarctic and Southern Ocean, and Polar projects. Projects that have ended still provide input to the Cluster, and we include them here to support the legacy of these projects. The Cluster projects are also supported by key partners, who are involved in the Task Groups.

The Cluster thus merges a broad spectrum of research and coordination activities – ranging from the most up-to-date findings on permafrost and sea ice, from enhancing observation to improving predictions, and from networking research stations to coordinating access to icebreakers.

Our objective is to bring the insights from our various areas of expertise together in order to provide one entry point to EU funded Polar research. Jointly we are aiming at providing policy-relevant information and supporting the EU in implementing its integrated policy for the Arctic.

How do we do this? In fostering international cooperation, in reporting on the impacts of climate change on the Arctic’s fragile environment, in promoting sustainable development and in cooperating with policy makers, indigenous peoples and local communities, business and NGO representatives and other societal actors. We achieve this by key contacts from the projects coming together through Task Groups. These will either be long term or time limited, as appropriate. Working Groups will also be made to integrate projects across task groups for key events.  

Vision of the EU Polar Cluster

A strong, well-connected ecosystem of European Polar projects and organisations operating together to substantially increase their combined impact and legacy.

Mission of the EU Polar Cluster

  • To connect EU Polar Cluster Members, further developing the European polar research, observation, infrastructure and/or modelling community network.
  • To organise joint activities by Cluster Members for greater impact than possible individually, while minimising duplication, sharing workload, and avoiding stakeholder fatigue.
  • To support the sustainability and accessibility of large-scale EU-funded Polar projects’ selected legacy outputs after their official end.
  • To share advice and best practices among EU Polar Cluster Members.
  • To promote the European polar research community, especially the strength, excellence, integration and best practices of EU-funded polar research.
  • To provide a single contact point to all EU Polar Cluster Members for external partners and stakeholders, including Indigenous and local communities.
